The quest for the creation of an additional state for the Southeast is apparently looking like one move that will end up where previous efforts ended. This is becoming evident by the uncoordinated approach to the demand for an additional state creation. Aside this, the constitutional hurdle is a huge one. Going through the requirements for state creation and boundary adjustments in Nigeria as provided in section 8(1) of the 1999 constitution will leave you with no doubt than to conclude that the uncoordinated push for the creation of an additional state in the Southeast geopolitical zone is a herculean task that will end up enriching the bin of futile efforts.
There are about three bills for the creation of an additional state for the Southeast in either the senate or the House of Reps. This supposed single agenda is being pursued by lawmakers from the Southeast, but with different interests. The agenda (additional state creation) is one, but divergent approaches. In as much as it could be argued that there are different ways to kill a rat, unnecessary noise can scare the rat away.
One set of the lawmakers proposing to alter the 1999 Constitution to create a new state for the Southeast, wants the creation of Etiti state with Lokpanta as its capital, to be carved out from Abia, Anambra, Ebonyi, Enugu, and Imo. The state will have 11 LGAs: Aninri, Awgu, Isuikwuato, Ivo, Oji-River, Ohaozara, Okigwe, Onuimo, Orumba north, Orumba south, and Umu-Nneochi. The proposed legislation, which is co-sponsored by three lawmakers from the region — Amobi Ogah (Abia), Miriam Onuoha (Imo), Kama Nkemkama (Ebonyi), Chinwe Nnabuife (Anambra), and Anayo Onwuegbu (Enugu) — scaled a second reading during plenary on Thursday.
Ikenga Ugochinyere, lawmaker, representing Ideato North/Ideato South Federal Constituency of Imo State, and others are also seeking the creation of an additional state for the Southeast with focus on a different area. They want Orlu state, with Orlu being the capital. They want Orlu State to be created out of Imo, Abia, and Anambra States. The Orlu state will include 28 Local Government Areas, namely Orlu, Orsu, Oru West, Oru East, Ideato North, Ideato South, Njaba, Nkwerre, Nwangele, Isu, Oguta, Ohaji Egbema, Onuimo, Ihiala, Uga, Ihiala, Uli, Ozubulu, Akokwa, Arondizuogu, Umuchu, Umunze, Umuaku, New Ideato North, Nwabosi West, Nwabosi East, Owerre Nkworji, Alaoma, Amaifeke, and Owerrebiri Umuow
There is also a bill for the creation of Adada State on the floor of the Nigerian Senate. The bill was sponsored by Senator Okey Ezea, representing Enugu North Senatorial District in the upper chamber of the National Assembly. The proposed state would comprise the existing Enugu North Senatorial District, which includes Igboeze North, Igboeze South, Udenu, Nsukka, Igga and Uzo-uwani LGAs, with capital in Nsukka.
All these bills are for the creation of an additional state to bring the number of South-East states to six to be at par with the other geopolitical zones of the country.
While all the bills have passed the first reading, the one seeking to create Etiti state just passed second reading at the house of representatives.
By the way, there is a proposal for Anioma state by senator Ned Nwoko (PDP, Delta North).
In the midst of the agitations, I observed that personal interest and political convenience are intrinsic in the moves by the lawmakers. The lawmakers primarily want the new state to come from their areas for their pecuniary political benefit. The general interest isn't their major consideration. No heed to history, the best common interest, contiguity and spatial necessity.
Historically, Adada is the oldest yet to be realised demand for creation in Nigeria. It was first made in 1983 by Yunusa Kaltungo, a federal lawmaker from Bauchi State, as a result of what he perceived as imbalance in state creation in the country, especially in the South-East. Consequently, a formal request for the creation of the new state was forwarded to the National Assembly on March 2, 1983 through the late Senator Isaiah Ani who represented Nsukka in the senate between 1979 and 1983. Then in 1996, the same request was represented to the Mbanefo Panel on State and Local Government Creation and Boundary Adjustment. However, for obvious reasons, Ebonyi State was created, making states in the South-East five. There was another effort on February 19, 2006 by the Chief promoter, Igwe Charles Abangwu to the national assembly.
Around 2007, the South East caucus of the National Assembly inaugurated a 10-man committee of senators and members of the House of Representatives under Sen. Ifeanyi Ararume and when the demand for the creation of four states, namely: Aba, Adada, Urashi and Njaba were presented, Adada got the highest vote.
I'm not saying that it must be Adada state, but history is a good teacher. A chowa isi ochu, again n'uzu. Why is there no harmony in the demand for an additional state for the Southeast? Why are the lawmakers working at cross purposes? Why were there no wide consultants before the presentation of the multiple bills? Though, it could be argued that the multiple bills on one issue is strategic, after all you don't put all your eggs in one basket; we need to consider the idea of disharmony it could put in the minds of other lawmakers the Southeast needs their support to achieve the additional state. The Southeast must put its house in order and fire from a united front.
